What is Sotah?

SOTAH is the central database of tachograph data, designed to improve the working conditions of professional drivers and road safety, as well as to enhance the effectiveness and efficiency of monitoring the implementation of the Law on Working Time, mandatory rest periods for mobile workers, and recording devices in road transport (»Official Gazette« No. 75/13, 36/15, 46/17, and 152/22).

SOTAH is part of the national IT infrastructure and is under the jurisdiction of the Ministry of the Sea, Transport, and Infrastructure.

What are the obligations of road transport companies related to Sotah?

Transport companies are required, either independently or in collaboration with a company that manages driver working time records on their behalf, to upload all tachograph data to SOTAH . This includes data related to activities performed by the transport company or on its behalf, as well as recording driver activities during periods when the driver is not operating the vehicle.

It is necessary to ensure secure data extraction from tachographs, driver cards, and tachograph charts, and their transfer to SOTAH .

What are the deadlines for downloading, transferring, and storing data in Sotah?

Downloading and transferring data to SOTAH must be done at intervals of 28 days or more frequently.

All data relating to activities performed by the carrier or on behalf of the carrier must be transferred to SOTAH.

All tachograph data and records transferred to SOTAH must be stored in SOTAH for at least three years after the period to which they relate.

Why is it important for carriers to regulary transfer driver work time data to Sotah?

According to the Regulation on the Transfer of Data to the Central Tachograph Data Repository, data from driver cards, tachograph records, and tachograph memory must be regularly uploaded to SOTAH , as the monitoring authorities have access to the database and routinely perform data checks.

Carriers whose driver work time data is not transferred to SOTAH and who hold a transport license or register transportation for their own needs will be subject to stricter and more detailed checks compared to carriers who comply with their legal obligations.

What are the possible consequences for carriers if they do not transfer data to Sotah?

Violations for carriers who fail to upload data to SOTAH can be found in Article 38a of the Law on Working Time, Mandatory Rest Periods for Mobile Workers, and Recording Devices in Road Transport (Official Gazette 73/13, 36/15, 46/17, 152/22) in the section “Useful Information.
